Yes, that’s true enough, as the article mentions. What is in question, though, is the practicalities of how circumcisions will play out in reality. It seems clear from experiences elsewhere in SA that they will involve traditional methods rather than a visit to a professional clinic.
ETA: It also seems clear that the benefits of circumcision in terms of heterosexual HIV transmission have been seized upon as a convenient support, rather than the primary, no doubt cultural motivation for it.

Indeed, they need to state clearly that this should be done by a doctor in a clinic. (And not using one blade for all the men)

(The trial was halted early because the women with circumcised partners showed a significantly higher HIV infection rate. The study concludes, “Condom use after male circumcision is essential for HIV prevention.”)
