E-tolling is a money-spinning racket that exploits people’s fear of breaking the law.
Which sums it up. And now, a law that is not respected because of its silliness and shadiness, is being piggy-backed on an older and more sensible one. Really low.

In the current corrupt climate, dont renew and keep R200 handy in the cubby. It will be  cheaper option.

Yup, probably. In fact, even if you now and then have to pay a fine for driving without a license, it's probably still cheaper. My prediction is that within a few years, thousands upon thousands of Gauteng motorists will be driving without a license, and it will have become impossible to do anything about that.

With payment linked to the licence renewal, it's not so easy. One can easily scan the old disk, change the date and print it on a colour printer, but the problem comes in when selling the car. What's the way around that?

Linking e-toll arrears to licence disc renewals requires changes to existing legislation.  This has not yet happened and is still several months away, if not years.  Various e-toll opponents (DA, OUTA, EFF, COSATU, JPSA) have vowed strenuously to oppose these changes, and to challenge them in court should they happen.  For now, it is still illegal to withhold licence discs for outstanding e-toll fees.  SANRAL are using their normal bully tactics to try frightening people into compliance, this time with a little help from Cyril.  Anyone whose disc is withheld because of e-toll should report it to JPSA, OUTA and the Public Protector.

I reckon that when (if?) these changes happen, there will be a burgeoning market for fake discs, and where needed, a bribe or two should take care of things when you want to sell your car...

The fine was imposed for fraud (i.e., using cloned/falsified number plates), not per se for avoiding e-toll payment, which is actually a motivator for and a consequence of that fraud.

However, SANRAL and its mendacious mouthpieces are sure to do their level best to make it look as though the guy was punished for not paying e-toll.  They will spin it that way so as to scare more people into compliance.
